It’s quite easy for me to display the table of contents at the bottom of every page for those who don’t use JavaScript. The problem is that data will be sent essentially in duplicate: once in javascript and once without.

Use your browser’s built-in style feature. With Firefox, it is:

menu > View > Page Style

This functionality is remembered page-to-page through a basic settings cookie.
