I researched this somewhat, when I had an issue with one of my big toes.. particularly after taking some damage to it.
Soaking my feet in hot water and sea salt was good for taking away the pain. Then filing the top of the toenails down really helps to soften them. Do the soaking over a few days to a week and repeat the filing as often as you can and eventually the toenail becomes pliable enough to grow out properly.
If you have long-term issues, I'd recommend filing regularly. In my case, my big toenails will develop lines on their surfaces, and so that's a good sign to file them down until they're smooth again. A regular nail file is good enough.
My toenails look a lot better when filed in this way. =)
