A crazy old man appears in a war-torn city to correct the misconceptions of the retelling of his adventures.

It's a great fluff fantasy movie. I didn't see it back in the day, so it has no nostalgia for me. Left with what it is at face value, I can't recommend it except for people who like the old 80s style of kids' practical effects fantasy movies. Think The Dark Crystal - (1982 movie) or The Neverending Story - (1984 movie).

To judge the Earth, aliens grant a single man the power of wishing, but he's an everyday guy and has no idea how to handle it.

A moderately good movie, with solid comedy throughout it. I only really care about it because of its subject matter and the way it handles it. Strangely, he grants himself wisdom early on but never clues into using it to give him proper understanding of it and how to use it. That's the major theme of the movie, and the source of its comedy.

To solidify its power, a planet-eater tracks down the only thing which could threaten it, the "matrix of power", a device passed down from the leaders of a race of alien robots.

This was a deeply-moving movie for me as a child, though this impression was only possible because I grew up watching the original series. Re-watching this as an adult, it didn't have anywhere near that impact.

Though I do still like it, I don't know that I can recommend it, not just because it looks "old", but because it requires so much context from the series. I think for the young these days this would look like a crappy old cartoon with decent, but old, rock music.
